Joe began his career in pipeline and facility construction as a Non-Destructive Examination (NDE) technician, laying a strong foundation for his future in engineering. After earning his engineering degree, he built a distinguished career spanning decades in the oil and gas industry, where he now participates or leads initiatives in inspection, incident investigation, and integrity management oversight. His expertise also extends to shaping regulations and technical standards both in Canada and internationally.

For over 40 years Joe has applied CSA oil and gas standards and has been actively involved in the development of the CSA Z662 standard and related documents since 1999. His leadership includes serving as Chairman of the CSA Z662 Technical and Executive Committees and the Construction Technical Subcommittee. Currently, he serves as Vice-Chairman of the ISO TC67/SC 2 Mirror Committee, contributing to global standards harmonization.

Joe’s dedication to standards development was recognized with the prestigious CSA Award of Merit. He has authored technical papers published in conference proceedings and journals, and has delivered training and presentations on integrity management, construction techniques, standards and regulation development in numerous countries.
